As a member of the TPMO, reporting to the TPMO Lead, you will provide critical governance and controls oversight across a complex portfolio of programs and projects. The Governance & Controls Lead is the custodian of delivery frameworks and standards for the Portfolio, ensuring consistent application while supporting delivery teams in their day to day adherence to required frameworks and standards. This role requires a balance of rigorous governance with pragmatic support, ensuring controls enable rather than hinder delivery. The successful candidate will be comfortable operating in a complex, matrixed environment with multiple stakeholders.
Key Responsibilities for this role:
- Support delivery teams to adhere to project and program management delivery frameworks, methodologies, and controls across the portfolio.
- Support TPMO oversight of Program and Project document management practices through compliant configuration management to ensure that key project and program documents are identified, tracked to completion and properly controlled, versioned, and accessible through appropriate repositories
- Support project teams in establishing project management plans, governance frameworks, and delivery controls
- Facilitate stage gate reviews and ensure projects meet governance requirements for progression between phases and stages.
- Provide expert guidance and support to delivery teams on risk management processes, tools, and techniques
- Conduct project and program assurance activities, including gateway reviews, audits, and quality assessments
The Technical Delivery Portfolio (TDP) will deliver a raft of programs and projects to update operational (mission-critical) and corporate networks that will ensure existing systems remain connected to deliver safe, efficient and effective Air Navigation and Aviation Rescue and Fire Fighting services while enabling enhancements to support future requirements for CMATS, Remote Service Delivery and the Flexible Use of Airspace and providing ongoing technical support for operations.
To be successful in this position, it is expected that the successful candidate will have the following attributes:
- 10+ years experience in governance, controls, or PMO functions within large, complex ICT environments
- Tertiary qualifications in project management or a related discipline
- Deep understanding of project and program management methodologies (e.g., PRINCE2, PMBoK, Agile, SAFe) and governance frameworks
- Strong knowledge of information and configuration management principles and practices, including version control, baseline management, and change control for complex programs
- Experience with document management systems and configuration management databases (CMDBs)
- Demonstrated experience in risk management frameworks, processes, and tools
- Excellent facilitation skills with ability to lead workshops, project kickoffs, and governance forums
- Strong analytical and problem-solving skills with attention to detail
- Excellent written and verbal communication skills, with ability to communicate complex governance concepts clearly
- Experience in driving process improvements and embedding best practices
- Experience working with multiple third party suppliers with regards to delivery planning and reporting.
- Well-developed management abilities, including a proven ability to successfully managing multi disciplinary teams.
- Well-developed interpersonal, representation and communication skills.
- Demonstrated resilience and adaptability in coping with pressures and setbacks that will arise in a complex program.
- Demonstrated ability to work productively in a dynamic and high pressure environment to deliver quality results and meet customer expectations in a professional and timely manner.
- Proven ability to transition strategic thinking to operational practice and process – including the commitment to continuous improvement of business processes.
Mandadory:
- Must be Australian Citizens
- Must be able to achieve and maintain a Australian Government National Security Clearance as the required level.
- Highly skilled in use of the Microsoft suite of products
- Experienced in the establishment of enterprise project management systems.
- Experience in the Australian aviation or related industries (defence etc)

Casual Loading
